The document presents the results of the working grop on indicators of scientific cooperation. The document presents the general issue of measurement of international collaborationand co-operations. It presents the framework and in particular the Cairo Declaration framework for co-operation in the Mediterranean area. Technical issues concerning the right type of indicators are discussed as well as methodological issues concerning the best way to feed the policy framework that has been decided to choose as reference framework. Finally the White paper proposed a roadmap for the Observatory. Some of the conclusions of the initiatives on indicators are: 1. A clear willingness to shape , and design indicators fitted. 2. An un-evenly distributed need for indicators among MPC. 3. The difficulty to obtain reliable data. 4. Insufficient manpower for bibliometrics or other type of Frascati Manual statistics; 5. Unmet expectations and a certain dispersion of efforts. 6. In the case of impact measures, an analytical effort is needed that goes beyond the production of data.
