The document presents the results of the working grop on indicators of scientific cooperation. The document presents the general issue of measurement of international collaborationand co-operations. It presents the framework and in particular the Cairo Declaration framework for co-operation in the Mediterranean area. Technical issues concerning the right type of indicators are discussed as well as methodological issues concerning the best way to feed the policy framework that has been decided to choose as reference framework. Finally the White paper proposed a roadmap for the Observatory. Some of the conclusions of the initiatives on indicators are: 1. A clear willingness to shape , and design indicators fitted. 2. An un-evenly distributed need for indicators among MPC. 3. The difficulty to obtain reliable data. 4. Insufficient manpower for bibliometrics or other type of Frascati Manual statistics; 5. Unmet expectations and a certain dispersion of efforts. 6. In the case of impact measures, an analytical effort is needed that goes beyond the production of data.

Gallup has been commissioned by the Anna Lindh Foundation to conduct the first Euro-Mediterranean Survey on Intercultural trends. It is the first time that such a survey has been envisaged on such a scale, with the ambitious objective of assessing the convergence and differences of genuine Euro-Mediterranean public opinion and attitudes. The Euro-Mediterranean Survey will be conducted every three years using a random sample with 1,000 completed interviews per country among the general population. Countries will be covered on a rotating basis. The first Survey was conducted in August and September 2009 in several European countries and countries bordering the southern and eastern Mediterranean. In this first wave, the European countries that were included were Bosnia and Herzegovina, France, Germany, Greece, Hungary, Spain, Sweden and the United Kingdom and the countries bordering the southern and eastern Mediterranean were Egypt, Lebanon, Morocco, Syria and Turkey. In Turkey and the countries from the European group, interviews were conducted via Computer Assisted Telephone Interview (CATI) and in countries bordering the southern and eastern Mediterranean by faceto-face interviews. In Hungary, 700 interviews were carried out by CATI, and 300 by face-to-face, in order to increase coverage.

Rigas Arvanitis was invited at the kick-off meeting of the M2ERA bilat project in Rabat - 23 January 2009. This is the Powerpoint presentation to this meeting. It can be condiered as a MIRA WP2 contribution to M2ERA. At the end of April M2ERA will have a meeting on this same issue. We hope to have interchanges on these topics between M2ERA and MIRA.

A preliminary list of indicators has been elaborated by ONST- Tunisia. In French. This list should not be considered as a definitive list proposed for the MIRA project or for related research projects. It is a proposed list for the on-going discussion in order to trigger queries and fine-tune the concepts behind these indicators.
