Evaluation of FP6 INCO Programme Annexes July 2008

The evaluation is centred around the main evaluation questions, as put forward in the terms of reference and reformulated in the inception phase. The questions have been grouped into evaluation criteria, indicating that the majority of questions concerns effectiveness of the INCO programme, complementarity/synergy between the INCO programme and the Thematic Priorities as well as the other foreign policy instruments of the EC, and finally the added value and lessons learned (INCO specific) from having a targeted programme to third countries in research.
